  The FBI gets their stats from Mobile PD and what they report.  For instance if someone kicks in your back door and causes damage to your door then comes in your house and takes nothing-this is a Burglary, it could be written up as criminal mischief since the door was damaged and nothing taken.  Therefore a Felony crime just became a misdemeanor and can give the perception of less crime when stats come.  Most people are unaware of laws and get their knowledge from tv which is incorrect.  A lot of crimes can be classified in different ways therefore you can make the numbers what you want.  It is the old smoke and mirrors game.
 
As far as revolving door at the jail that has to do with liberal judges and the District Attorneys Office.  Law enforcement do their job by arresting them.  It is up to the courts to set higher bonds and revoke current bonds when one is arrested while on bond. I think the new DA is doing a much better job than the last one.  Bond amounts differ from county to county.
 
My opinion law officers are doing a good job.  There are not enough of them and they are underpaid and they are just as frustrated as any citizen.  It is a very rewarding but thankless job.  A few bad apples can give the PERCEPTION that all of us are like the few bad apples. Oh and we are human and we do make mistakes just like you, unfortunately our decisions have to be made in seconds sometimes. The media then has unlimited time to run through and tell us what we did wrong after the fact.
